IPPA\CAD agents having issues

Hello, we are running UCCX Premium and we have 3 users out of 7 users in a call queue that are experiencing issues.  A phone call comes in on an 800 number and rolls to agent, that agent answers the call, disconnect the call when complete and there phone will not take another call.  The agent is unable to make\receive calls.  The phone goes into a reserved status for about 10 minutes, then it magically does something (not sure what it is) and the phone starts taking calls.   Or the agent can power cycle the phone and it will work.  Out of the this call queue, 4 of the agents phones work and 3 does not.  We have upgraded the impacted agents phones and factory reset their phones. Any suggestion on that to look at next?
