There is no direct way in CCMP to lock down secuirty based on naming convensions although it may be possible to achieve what you are hoping for via a different means.
If you setup folder and security partitions for the appropriate naming convensions e.g. A folder that will contain all of the Sales Skills then you can use the Prefix Management feature of CCMP to move items of type Skill Group, containing the string "Sales" in their name to that folder automatically. If you then configure the appropriate User and Group security around the partitioned folder structure then you can have users that will only be allowed to Edit Skill Groups etc based on naming convension.
