The place call step always dials the call, but when the distant end answers, the step follows the Unsuccesful result? The step does not seem to understand that the call was dialed and answered? Duh......

This sounds like a codec mismatch issue causing the call to fail.

Increase the TimeOut value in the Place Call Step. IT sounds like it is timing out before answer supervision is recognized.
