Scheduled outbound dialler to agent

I need to be able to open and closed an outbound campaign between business hours. 

I can schedule upload of the file but can't seem to see how I can stop call offer to agents based upon time

Eg if the agents on work between 9:00-17:00 then the business wants the dialler to offer calls to the agents say between 10:00-16:00

I suggested that they still on not ready until 10:00 but they also take calls between 9:00 and 10:00 and only outbound calls from 10:00

I think I can put a Tod check on the outbound script but would I do then "release call" but what what happen to call I release. This is the only way or is there timer on the campaign?
