UCCE 10.5 ICM Call Router issue

 with ICM 10.5,the application gateway is configured with side A and B but its not looking for side B in any case either in hot stand by or any other options available , from the application gateway logs i can see that its always looking for the same side A, is there anything that needs to be done to enable it?

Any help would be appreciated.

one more information our ICM is simplex like one side of Router only, does that have any impact, it should not be

where the log says 

ra-rtr Trace: Application Gateway available on side A only
