UCCE 8.0(3) Outbound Dialer SIP option

We have an outbound dialer sip option configured for Progressive only to just play a wav file to the called number. It is integrated with CVP 8.0(1) We want to restrict number of simultaneous outbound calls to use only 4 B-channels hence we have 4 ports created in Dialer. However it is dialing more than 4 calls at the same time. The Port Throttle is set to 15 which I understand is max calls per sec but how does that co-relate to the number of dialer ports. The outbound option guide for v8 does not seem correct as even for SIP option it asks to create CTI ports in CUCM which is not even in the picture.

Did you check the "Lines per agent (required)" configuration on the campaign?. Whats the current value of that?

It was set to 1.5 We changed it to 1 and tried it but it still dials quite a few calls and not just 4.
