Is there any way like script / program to alert CVP VXML fail over from Side A to B rather than manual checking the service /status or CPA ?

Sorry - but what exactly are you asking? CVP VXML does not failover. Call Servers are independent and each has their own PIM. VXML Servers are independent.
If you call a "GS,Server,V" from your ICM script and use a keyword (say "vxmlserver") that you define in the ip host table of your Voice Browser, then if that target is down, CVP will automatically try again with the keyword "vxmlserver-backup".
Can you expand on your original question?

I mean the CVP Vxml service is down the calls will be serviced on Side B (Duplex) CVP Vxml application.
But there is no automatic mechanism to alert us unless manually checked in the VXML Server.
Generally Side A is Primary and B is secondary, so we stop side B service and bring back to A again.
My ask is regarding any alter mechanism when ever the side A is down.
