what is a recommended agent phone for UCCE with no more than 4 lines with wired headset. Possibility of using finesse down the line.

If you are buying new phones, 79XX would not be good candidates as they are slowly being phased out. My recommendation would be 88XX models, or if budget is concern 78XX models. You can check out specific model data sheet for exact details of each.
