UCCE dialer slow working campaign

We have UCCE setup with SCCP predictive dialer for outbound calls.

It seems that dialer is working slower when we have more agents in skill group - for example same campaign with 2k call records is going to be finished faster with 10 agents logged in contrast if we have 20-30 agents which is pretty uncommon right?

When we take look at emsmon process for baDialer we see that hit ratio is average 30% (which is small) and many Cncl and Err percent.

We increased port throttle parameter a little bit so that system dials faster. CPA disabled in campaign.

Is there any parameter which will improve overal experience in larger skill groups so that it works faster? Or this is quite normal because of larger skill group?
