If I get a license for the UCCX 11.0 Non-Production System and a 1-year Cisco SMARTnet tech support, will I be able to upgrade to the v. 12.0 UCCX NPS?

Apologies for mis-reading your initial post, the NPS is not NFR and is upgradable, per Cisco ordering guide:
Note: Customers who have a valid SWSS contract for the CCX NPS systems are eligible to upgrade their systems. Please contact the Cisco GLO team (licensing@cisco.com) with the details of the SWSS contract for assistance with the upgrade.

No, NFR licenses are for specific version and not upgradable.

So NPS == NFR? I'd have to be a partner to be able to get an NPS license?
