I recently had a request from one of our managers where he wanted to have a light/external speaker ...etc activate when a certain situation occurred. For example, he would like to have a light turn on if there is a caller sitting in the queue for more than X seconds. Or if we have X% of users who are logged in but "Not Ready". Has anyone ever come across this or has it working in their environment? We have wall boards and dash boards setup but it's hard for them to view them.

It depends on the type of external device. If it could be activated with a REST call (HTTP or HTTPS) from within the script when the alert conditions are met, then yes.

I've worked with them in the past (creating integration with Cisco Finesse) and I know that they are flexible in adjusting their product directly to customer needs.

I know that 2Ring dashboard can do this (We have used it for exatcly that kind of alarms).
You can also make it you self , with and middleware script that reads the realtime json files, and then out from you own calculations sends alarms to 3rd party thing
