we have 2 UCCX in HA-Mode in Version 10.6.1.11001-31
when i install the first node as a new installation, synchronize the the second node with the first node or the first node with the second node?
the second node has currently the complete config.

There is no need to manually synchronize the second node with Primary UCCX. Once the installation of secondary node is complete, simply perform Add to Cluster operation and all the configuration, historical data etc will be replicated to that node automatically.
No manual intervention required.

Before I install the first node new, must I delete the server and add new under system> server?
or simply do install?

Ok, so if I understand you correctly the first node has gone bad and you want to rebuild the same while second node is still functional and running.
If that is correct, then there is no need to delete the entry of existing server from System >> Server and simply follow the Restore Only First Node in HA Setup (with Rebuild) section of below guide for complete instructions:
