UCCX Mobile Skill Manager - is it possible to stop a supervisor from creating a new skill?

I've just demonstrated this feature to a customer and the first thing they did once they logged in was create a new skill called "skill". Obviously this skill doesn't actually do anything even if they assign it to an agent because none of the CSQs are configured to routes calls to agents with the skill "skill" and the supervisor cannot configure any of the CSQs to route calls to agents with the skill "skill".

The documentation I can find only says that it is possible to create skills and lists the steps to create a skill. The documentation doesn't mention that creating a skill serves no practical purpose. I'm looking for a way to prevent supervisors from creating skills in MSM. I want them to be able to log in and assign skills to the agents in their teams, but not create new skills. Does anyone know if this can be done and, if it can, how to do it?
