I would think the official answer would be no, and that you need a 7 to 8 upgrade license, plus your original 7x license files.
However, I have uploaded all kinds of weird licensing combinations in a pinch, and usually, not always, but usually, they work for me. You just have to consider the order in which you upload them. I.e., Don't upload a 7x license before uploading an 8x entitlement.
One time I was going to upgrade from 4x to 7x, but the upgrade was delayed so long that we went to 5x in the meantime. I was still able to use the 4x to 7x upgrade license, plus the original 4x license files to upgrade the 5x to 7x.
