can i install Unified intelligence center on BE6000M-M4 or not ? and why if not ?

According to http://www.cisco.com/c/dam/en/us/td/docs/voice_ip_comm/uc_system/virtualization/virtualization-cisco-unified-intelligence-center.html, it's not supported by Cisco. You might be able to install it, but it might not perform properly.
If it doesn't install at all, usually this is due to the clock speed or hardware reservations by the ova.

Yes, if you want to install a standalone copy of CUIC, you cannot run it on a BE6000M-M4.

It is supported on BE7000M or BE7000H (with caveats in the previous link) or you can use spec-based hardware. If you have a 3rd-party ESX box with the requirements at http://www.cisco.com/c/dam/en/us/td/docs/voice_ip_comm/uc_system/virtualization/collaboration-virtualization-hardware.html#processor, you can install in there.
