Hi,
The process is the same for upgrades and new installs. In both cases, you execute the Installer from CD.After getting the 3.1(3) CD's, follow the information in the Getting Started Guide.
Getting Started Guide: http://www.cisco.com/univercd/cc/td/doc/product/voice/sw_ap_to/apps_3_1/english/admn_app/get_str/index.htm
From CRS FAQ: http://www.cisco.com/en/US/partner/products/sw/custcosw/ps3651/products_qanda_item09186a008021df8d.shtml
Q. How can I get CDs for the latest versions of IPCC Express? A. Cisco Software Application Support (SAS) and Cisco Software Application Support Plus Upgrades (SASU) customers should use the Upgrade Tool to order the latest version.
Hope it helps.

what about the some of the configuration, like CSQ, skills? My understanding is these are stored on the SQL database. Will this be lost during the reinstallation? Obviously we don't have to worry about agents info becaue they are from CCM LDAP.
Thanks

Hi,
Upgrading CRS does not delete any records from CRS database. You will continue to have all the configuration details in the SQL database.
Cisco recommends you to backup CRS and CCM LDAP data, before performing any changes to the working environment.
Refer the following document for configuring BARS on CRS server. Though the document targets for CRS 3.5 version, the same procedure is applicable for 3.1
http://www.cisco.com/univercd/cc/td/doc/product/voice/sw_ap_to/apps_3_5/english/admn_app/gs35.pdf - Pg.No:3-35
Compatible versions of BARs for different versions of CRS are documented in the following URL
http://www.cisco.com/univercd/cc/td/doc/product/voice/sw_ap_to/crsmatrx.pdf
Info on BARS...
