Use CTIOS without CUCC

I intend to write a .NET CTI application. I was going to use TSP but I just learned about CTIOS today and I am abit confused as to how it differs from Cisco TAPI.

My question is, can CTIOS be used without CUCC? My application will be mainly taking care of having DNs call each other, answer and hangup.

CTIOS requires UCCE (Contact Center Enterprise). A CTIOS Client connects to CTIOS Server which in turns connects to CTI Server on the PG (Peripheral Gateway).
