WIM Web callback Issue when connected to agent

I have a customer that is telling me when an external customer request WIM Web callback the agent and customer are connected by phone with no notification ...ringback,zip tone etc. THe person is just there saying Hello or is someone there then the agent relizes they have a call. These agents may not be watching the monitor with the CAD on it so they may not see the call come in on the IP comm.
