QSA is an intermediary, the compatibility is between the network device and the transceiver, governed by the minimum software release.  You may find it easier to export to excel and then filter on the Notes column to search for CVR-QSFP28-SFP25G.  Notes is not a filterable category in tmgmatrix.  You should select 25G, 10G, 1G data rates for the optics the CVR-QSFP28-SFP25G supports to reduce the searched results.  For example,
