Please let me know, How many member ports can I add in a VPC ( Cisco Nexus 9000 ) and can I add a member port to a VPC that is already running without any down time.

Please check the maximums section at https://www.cisco.com/c/en/us/td/docs/switches/datacenter/nexus9000/sw/7-x/scalability/guide_703I21/b_Cisco_Nexus_9000_Series_NX-OS_Verified_Scalability_Guide_703I21.html
The maximum number of uplinks in an individual port-channel is 32.
Adding existing in-use PCs into a VPC should be done in a maintenance window as unknown/unresolved inconsistencies (i.e. spanning tree settings, missing vlan on peer link, etc) can cause the previously working port to go into a suspended state for specific vlans.
