Assigning "Allowed Users" never sends emails, so never gives VPN Credentials?

I've had this problem from the beginning. After a dozen repetitions, I've recently realized that it's not something I'm doing wrong, but that there's something wrong with our accounts or with the system:

 

I reserve a lab.

I add to "allowed users" the other person who needs access.

No email happens.  Only I as the owner gets one.

There seems to be no way to "resend" the email with the VPN credentials

Nor is there a way to look that up except for the owner, but the owner gets an email so it's not necessary.

 

At least once the other person actually made the reservation on their own, and in that case they got the VPN email.

 

So, I can't imagine we're doing anything wrong so I assume it's something wrong with the accounts?  Has anyone else seen this, or can someone lend a hand at figuring out why it's not behaving like it should in this case?

 

I'd be happy to forward along the account information to someone if such is needed...
