As @bigevilbeard said above the sandboxes are a limited shared resource. Cisco does not currently commit to any type of SLA for the sandbox environments, and I don't expect them to do this in the future either. If you depend on having a dev/test environment available in your daily operations I would highly suggest deploying the ACI simulator on your own infrastructure. If you lack access to the download your partner manager/account manager should be able to help you.

@ag-scilo have a lot a look a dCloud for options here. DevNet sandbox is very popular and a first come first serve basis.

Thank you for your response. We attempted to deploy the ACI Simulator on our local ESXi 8.0.3 environment; however, we encountered network issues where the simulator was unable to reach the gateway. All recommended settings were applied, but the problem persisted.
Could you please confirm if there is an official compatibility matrix that maps specific ACI Simulator versions to supported ESXi/vCenter releases? Additionally, are there any known compatibility issues between ESXi 8.0.3 and the ACI Simulator version 6.0(9c)?

@ag-scilo I believe there isn’t a document that give that detail, from what I recall the documentation generally refers to supporting "ESX servers" and "VMware vCenters," but specific versions not listed.
