Problem with a transceiver 1Gb connected form nexus 3232 to other Sw

Hi, I have connected a nexus 3232 with a optical transceiver 1Gb (I´m using a CVR-QSFP-SFP10G) to other Sw Cisco, on both side of the optical tranceivers I can see power in Tx and Rx, but the interfaces are down, I configured other  interface in the SW but  electric  (RJ45 to copper) and connected the other tranceiver electric to the 3232 in the same interface  (I changed to electrical too  using same CVR-QSFP-SFP10G) and the interfaces are up.

Can help me? why the opticals transceivers aren,t working and electrical are ok?

what is other side SFP ? LH ?

is this the same place or going via a different MDF ?
