Cisco Cloud Email Security Administration

Does anyone know if either the Hosted or Hybird Cloud Email Security offerings allows for Source IP restrictions to the portal for administration? Instead of opening this up to the public, if you move to this offering, can you place additional controls instead of just credentials?

No - at this time, this is not a supported offering through Hosted.  This may change in the future, but currently not supported, and there is not a timeline/road map for the change.
