 The email service will be down for 12 hours, and we want Email Security to not send bounce messages to users, but instead keep them in queue while the email service is reactivated

The easiest would probably be to re-configure the default bounce profile.
Set it to NOT send Bounce or Delay warning messages.
Assuming you don't have anything in queue when email goes down, the default is to hold on to messages for 72 hours, periodically retrying.
You can fiddle with the various timings, but the one that matters is
Maximum number of seconds in queue. Default is 259200 seconds (72 hrs)
