Ironport C370, where all licenses have expired

I have an Ironport C670, where all licenses have expired except for Incoming Mail Handling, but the emails were "being sent" because there was no queue at the checkout, but the recipients did not receive them, however all employees were receiving and email without abnormality.

Disable AntiSpam and Malware box activity was performed and after the emails were delivered normally.
Should this happen after licenses expire?

Another intriguing point was that there was a user who forwarded the email at 2:30 pm, and when it was around 7 pm the customer called charging the email, after which the above action was taken by analyzing via CLI via Current log file, The 2:30 pm email was not identified, but the user sent me the email and was able to find it via the hpps .
