Hi,
I observed in ESA Message Tracking that the % completion on Data-Time-in-Range is only 6% but before it was almost 90% completion. Also tried to change the time range but it still the same 6%.
Is this behavior normal? or does the message on ESA was not track at all?

Hello,
As previously asked any screenshots and extra information you can provide will help. Would this be the Message Tracking on an SMA or ESA? I'm assuming ESA due to what you said but I just wanted to confirm. :) Any reboots/power failures? Any changes made to the ESA that may have impacted/ETC?
It's also quite possible there was some corruption within the tracking database which had been parsed and removed, depending on the circumstances.
