yes, it is possible to extend a Cisco ISE Evaluation.
You just need a working Smart Account and to transfer the UDI Details of ISE "Administration > System > Licensing" to Cisco via. https://cep.cloudapps.cisco.com/#/ or in my case, it was like this:
The customer evaluation license was expired
- Our Account Manager contacted the Cisco Account Manager of the mutual Customer with the UDI Details
- the Cisco AM contacted someone from TAC Licensing
- they generated a new Evaluation License and published it in the customer's Smart Account
After connecting/registering ISE to the Smart Account the License was active.
