Windows Early Launch Antimalware Protection must be off to boot

Hi community!

 

We have a few Surface tablets that need Windows Early Launch Antimalware Protection temporarily off in order to boot.

Alternatively we can remove Cisco Secure Endpoint connector from the tablets, but that is not a long term answer.  We did test this ok, but only to narrow down the trouble.

 

If ELAP is on and CSE connector is installed normally, then the tablet boots to the standard "Windows is unable to boot" screen and presents the usual options for troubleshooting Windows, performing a reset of Windows, etc.

 

What detail may I please gather and provide to help further narrow this trouble?
