I just tried this yesterday and no issues. My default browser was not set to Chrome, but I was able to manually go to the localhost:8888 on a Chrome browser. It took a few minutes for the initial load, but have not had problems after that.
I have had the issue with Windows 10. Windows 7 works just fine.
