Did you test if they are effective or are you just assuming that they are not because you don't see the line numbers? For the line-numbering, just make the first column wider and you'll see the numbers.
If they are really not effective, it's likely that rules 8 and 9 take precedence.
And to avoid conflicts, you should move the rules 8-11 to section 3 ("after-auto").
