To summarize it real quick:

Base License:

1, 2) Blocks files that have viruses and spyware

3) Blocks files that you want (for example mp3, or zip)

Plus-License

----------------------

1, 2) Block spam and phishing emails

3) Blocks emails based on they content (for example specific words in their body)

4) Block pages that you want (for example facebook) and pages that belong to categories (like porn).
