purchase cluster license L-ASA5585-CL-S60= for my ASA

We want to purchase cluster license for our new firewall ASA5585-X with SSP60. 

Our supplier has told us, he needs our firewall serial numbers to buy the licence, but I think he doesn't need them for purchasing process and we need them for activating license process.

Because of security reasons we can't give him the serial numbers. 

Do we have to give him the serial numbers?

You do not need to hand over the Cisco Serial Numbers for Licensing purchase from Cisco or a Cisco Reseller.

This would be in the case that this reseller, manages all licensing handed over to their customers - such as yourself. This is not standard practice.

The business I work for performing licenses like this:  we would purchase based on Part Number, allocate the Licensing to the point of contact - who would then then Activate the PAKs into activation-keys for each device.
