We wish to clear configuration on the ASA without removing licences can this be achieved by using either of the following commands write erase or config factory-default command?

Licenses which were pre installed on the ASA specific to the customer requirements.

you can also you the command
clear configure all it wont delete the lic.

Why don't you just "delete startup-config" and reboot the firewall. That will delete only config file and any license file that might be on flash will remain untouched.
