What Meraki devices are suitable for Teleworkers and how can an IT Admin set up a Teleworker solution up at scale?

The two best candidates would be the Meraki Z3 and the Z3C (the Z3C has built-in cellular).

To deploy at scale you create a template. Typically you would allocate a supernet (for example /19) and the template will automatically allocate the addressing for you.

You can create the networks using a Python script and an API (there are many examples). You can also use the bulk network creation tool and just import a CSV.
