ISE 2.4 as a RADIUS Server

Converting from ACS to ISE. Have a bunch of clients (multiple companies) all VPNing into our network using RADIUS for authentication.

1) Is there a mechanism in ISE similar to ACS for DHCP pools?

2) if not 1), do I have to define those on the ASA?

Please be explicit as I am not to familiar with thiese concepts.

I would take a look at the post Craig made here explaining why you might not leverage the minimal ability ISE has for DHCP.
https://community.cisco.com/t5/identity-services-engine-ise/ise-with-dhcp-server/m-p/3540471/highlight/true#M10233

There is a guide for defining IP pools on the ASA
https://www.cisco.com/c/en/us/support/docs/security/anyconnect-secure-mobility-client/118084-configure-anyconnect-00.html

An alternative given here to centrally manage dhcp pools using an external DHCP server. This example is microsoft, but same would work with infoblox etc.
