ISE PIC Dedicated Deployment

In a dedicated deployment of ISE-PIC, meaning it's not a full ISE deployment, can pxGrid run on the same Primary and Secondary Admin nodes as the ISE-PIC services, or do they require dedicated virtual appliances?

Yes, that is supported. ISE-PIC deployment is either standalone or HA pair. In either case pxGrid controller is running on ISE-PIC node.
