SMS Notification - Longcodes & Shortcodes

I have a customer testing Syniverse as their SMS gateway for notification of guest credentials.  Syniverse is requiring different "from" phone numbers depending on the SMS recipient's country (shortcode vs. longcode).  Is this normal with other SMS aggregators?  Thanks!
