Why has ISE license consumption jumped significantly

Running ISE 2.4 Patch 5. Starting at the beginning of this month, we have seen an increased base and plus license usage.  We have been hovering around 200, but now has shot all the way up to 1600 and we do not have anywhere that amount of users/endpoints on our network. I am not sure if the radius sessions are being removed from the system when the user leaves and a new session gets created and it just keeps adding up over time.

Any thoughts on what might be causing this and places to check in ISE?

What are you using ISE for?  wired, wireless, VPN?  Do you have proper RADIUS accounting configured on all use cases of ISE?  Check the RADIUS accounting reports to make sure you are receiving accounting stops.  Check the Active Session report to see what sessions ISE has out there.
