After upgrading to 10.0, the "Use Service Catalog" checkbox is not selected for existing users. This is done so that upgrade preserves the existing (and potentially customized) user experience. Individual users have to enable the "Use Service Catalog" checkbox to switch to the new "Service Catalog" user experience.
Realistically, we expect in an upgrade scenario, the upgrading team will verify that they have configured the Service Catalog experience satisfactorily before turning it on for all users. At that point, they should contact Cisco TAC to obtain a batch script to switch on "Use Service Catalog" for all users.
