1760 with 2fxs and 2fxo wont work

I currently have a 1760 with 128M ram and 64m flash running 12.4(15)T14. I have 1 2fxs card and 1 2fxo card. The router will only reconize one card at a time. For example, if the fxs card is in slot 0, it detects the fxs card but not the fxo card. If I swap the card positions and place the fxo in slot 0, then the router will detect the fxo card and not the fxs card. I am assuming it has todo with the fact that there are not enough dsp resources. I just wanted to confirm this before buying more dsp modules. I also cannot tell what is in there router currently (in terms of dsp modules). Also, what dsp resources are required for a 4fxo and a 2fxs card in the same router (as I also have a 4fxo card, which sounds much better in quality when compared to the 2fxo card)? Hi,

It looks like you are short of DSP's.

The dsp calculator will confirm this.

I have seen that page before. The issue is, when the router starts up, there is no phone calls being made. So from that document, I require no dsp modules. But if I use that page in a different way and I would only like to make 1 phone call, I still only require 1 DSP module. I wanted to know if that is the real reason why I cannot see both vic cards at the same time when the router boots. It doesn't seem right that you require more DSP modules to see all of my vic cards. There seems to be some other issue here.
