Forgive me if this has been answered, I searched for a while before deciding on asking this one.

For 3rd party phones being added into CUCM. Is it absolutely required that it associates with an end user/digest user and uses 3 license units for a device to be operational. It won't work like a Cisco phone and register anonymously?

Yes, all third party SIP devices will require a digest user / password. THis is mostly due to the way the devices authenticate. Cisco phones use their MAC based ID, but even though you enter the MAC, third party SIP devices rely on the digest ID for authentication
