6911's won't register in SRST Fallback mode

We have 4 remote sites all with 2901 routers, and a mixture of 7962's, 7942's, and 6911's. I have less than 20 devices setup in separate common device pools for each site. The 7962's, and 7942's register flawlessly when the network is interrupted back to the Call Manager, but no 6911's register. We are running CM 8.5.

6911 running 9-1-1-0
2901 IOS 15.0(1)M6
CM version 8.5.1.11900-21
All phones expecting SRST fallback are in a common Device Pool for that site.


Any ideas.
