Only 69XX devices faced the issue. Tried troubleshooting in below link however it did not work

Network team diverted the traffic on secondary link and issue got resolved(they did it as per local It's comments about last time resolution).
Just want to know how this action resolved the issue.
Is there any way this can be caused from provider's end?
