6941/6945 Multiple calls per line - Flash only on 2nd call

With either of these phones and the multiple calls per line feature, I'm only able to get the 2nd call to alert with a flash and not and audible ring.  Is this working as expected, or should a ring be possible when the phone is active?   I've checked all the ring settings for the line and they look correct.

This is on UCM 9.1.1.20000-5 and 6945 SCCP firmware  9-3-1-3
