have a few questions for you...
Do you have a data and voice router ?
do you have created SRST references in CUCM ?
does that reference point to the voice router ?
how are you testing SRST ?
Can you paste a config sample...?
What IOS version are you running on the router...

The "available_line 0" is a little concerning. Can you check your max dns? In other posts this hasn't solved the problem, but worth a check. Maybe check/post "sh call-manager-fallback".

Are you sure that is SRST 8.5?
It seems to be a IOS problem. Is the IOS greater then version 15 ? Could you make an upgrade to a newer IOS?
The SCCP Version changed from phone load 8.3.X to 9.1.x and it could be that the IOS don't understand the SCCP Messages. I had the same problem with one older Cisco 2621 last week. The problem with the older router is that their is no IOS 15.0 available.
I think that the phone type is unknown:

Tried two versions: 15.1(3)T1 and 15,1(2)T3 with same results.
This is a 2951.
Tried phone firmware 9.1.1 and 9.2.1 with same results. 9.2.1 was worst because was not even able to register on CUCM 8.5 or SRST.router
On the CME/SRST compatibility matrix i could not find the 6945. TAC said that will be supported next month but today i will have a final answer.

I checked a CME 8.6 and the 6945 is not supported.
I guess you'll have to wait.

Exactly what I found yesterday on version 8.5.
Even though CCO 6945 release notes for firmware 9.1.1 said that it is CME compatible. Another CCO typo, i supposed.
I was hoping for a workaround .

What they mean, it's (will be) CME compatible - when CME software wil be release.

Which touches on the your topic. About half-way down the thread, you will find the following from Saurabh:
6945 is supported with CME.
You need to do the following to get them registered.
Support 6945 new sccp endpoints on SRST/CME/CME-as-SRST. 1. add specific built-in ephone device 2. add special handling as RT-LITE 6921/6941/6961 family
I believe Saurabh is referring to using the ephone-type command to configure a custom phone type.

The 6945 was not on the list on CLI.

Correct. It has been established that CME doesn't recognize the phone and therefore won't have pre-defined phone types. What I believe Saurabh was referring to is that you can add a custom type for the 6945 phone so that CME knows how to handle the device.
