7821 on CME gives busy tone when any call on CME calls it, even 7911

I have a situation where i struggled registering a 7821 phone on CME 10.5. I finally managed now this phone can call out but whats funny is no phone on the same network can call it i have 7911 on the same network that fail to call it.The 7821 can call it all local extension, Landlines mobile and international lines.... It cant recieve any calls.

What am i missing here what debug out put should i upload? i have some uploaded here

Can you try below:

voice register pool <Tag ID>
no digit collect kpml
codec g711u
reset

After doing the above, do below:

voice register global
no create profile
create profile

Thats what i have configured it can call all numbers but cannot receive incoming calls? I need the local extensions to be able to call it. where am i missing the bus. As for Deepak i tried what you requested and no luck...

I have this configured but still my 8851 on CME 11.6 is having this problem. once i restart the router then incoming call on 8851 works fine for some time later on again the same issue.
