I have connected my 7915 add-on modules to my 7962G. They both have power. I have the proper load statement under telephony-service. When I plug it in, all of the buttons stay lit and are orange. They never go past the Cisco Logo. The phone is up as it should be.

I assume you have the add-on defined under the ephone (if not please do so).
Then please issue the following:
conf t
telephony-service
no cre cnf
cre cnf
Reset the 7915
