Did you regenerate the CNF files? The LOADS file is referenced within the SEPDefault.xml.cnf and SEP.xml.cnf which must be manually rebuilt after making a config change that impacts them.

telephony-service

  create cnf-files

I just tryed that and a reset but no joy, still has the old firmware, thanks anyway.

Just checked the admin guide. None of the examples shown include the ".LOADS" extension in the load command. Try changing to 'load 7921 CP7921G-1.4.3SR1.2' instead and then regenerate CNF files.
