CUCM System version: 8.6.2.20000-2
Phone is a 7960
When the user tries to setup call forwarding on the device for after hours coverage, there is a voice prompt saying "The call cannot be completed as dialed" before he is finished entering the number to be forwarded to.
When I try to go into the DN configuration page in CUCM and set the number to forward to the desired number, it sets the forward without any error message in CUCM, but when I call the extension from my cell phone, it never gives a ringback, so I don't think it is actually trying to do anything.
I have deleted the phone from the system, let it boot back up and pull an "Auto 2xxx" number, then reconfigured the original DN.
There are no other devices with this DN on it.
I configured that DN on 7925 for him to carry around overnight tonight, and I will have to fix it before the weekend.
I am not very experienced with CUCM/ Cisco VOIP but am now "the man" due to terminations and resignations lately.
What would cause this??

Just to add a note to the good tips from Nishant here (+5 )
In CUCM there are "dial restriction" levels that you can use to allow or
restrict where users can call based on their CSS (calling search space)
This restriction level CSS can also be applied to the Call Forward capabilities
as shown below & is likely where your problem lies.
This requirement for different levels of "restriction" for Call Forward All
can be controlled by using the Call Forward CSS(calling search space)
as detailed below
# Call Forward and Call Pickup Settings | |
# Calling Search Space Activation Policy | # Three possible values exist for this option: ###•With Activating Device/Line CSS #If you select the With Configured CSS option, the Forward All Calling Search Space that is explicitly configured in the Directory Number Configuration window controls the forward all activation and call forwarding. If the Forward All Calling Search Space is set to None, no CSS gets configured for Forward All. A forward all activation attempt to any directory number with a partition will fail. No change in the Forward All Calling Search Space and Secondary Calling Search Space for Forward All occurs during the forward all activation. #If you prefer to utilize the combination of the Directory Number Calling Search Space and Device Calling Search Space without explicitly configuring a Forward All Calling Search Space, select With Activating Device/Line CSS for the Calling Search Space Activation Policy. Hi James,
Please check as below:-
1). Call that number directly before setting it as forward number and check if you are able to dial it or not.
2). If you are not able to dial then check the partition and CSS, whether that phone has got the access to call that number.

I had to give it the correct CSS under Call Forward and Call Pickup Settings for "Forward All" and it now works.
